Environmental Noise Measurement
Within the scope of the Regulation on the Assessment and Management of Environmental Noise published by the Ministry of Environment and Urbanization, all businesses with live music activities such as Wedding Halls, Cafes, Bars and Casinos must have “Environmental Noise Measurement”.
Within the scope of the relevant regulation, live music is defined as a type of music made with real instruments and/or sounds or using a tape or electronically amplified sound source. The Regulation specifies the rules that businesses such as Wedding Halls, Cafes, Bars and Casinos should apply and the limit values that should not be exceeded.
The principles regarding the prevention of environmental noise from places of entertainment broadcasting music are specified in the relevant regulation.
Prevention of Environmental Noise
- Environmental noise from the place(s) of entertainment adjacent to the affected structure shall not exceed the background noise level within the affected structure in terms of Leq noise indicator.
- Environmental noise from the place(s) of entertainment that are not adjacent to the affected structure shall not exceed the background noise level in terms of Leq noise indicator by more than 5 dBA and 7 dBC.
- The total environmental noise level transmitted from more than one place of entertainment to noise sensitive uses shall not exceed the background noise level in terms of Leq noise indicator by more than 7-10 dBA and 9-12 dBC.
- The entertainment place or places that can perform live music must obtain a live music permit in accordance with the provisions of the Regulation on Business Opening and Working Licenses put into force by the Council of Ministers Decision dated 14/7/2005 and numbered 2005/9207.
- In the areas where the entertainment place is located, if deemed necessary by the competent authority, in addition to the principles listed above, a system for measuring the noise level periodically or continuously, if deemed necessary, in order to control the environmental noise level is established or made to be established.
- No music activity may be carried out under any circumstances without a live music permit.
