EU's New Packaging Regulation: What Has Changed for Manufacturers?

In a revolutionary change for the packaging industry, the European Union introduced the Packaging and Packaging Waste Regulation (PPWR) on February 11, 2025. This new regulation repeals the old Packaging and Packaging Waste Directive (PPWD) and introduces stricter and harmonized rules across all EU member states.

Key Changes in the PPWR

1. Recyclability Obligation

By 2030, all packaging placed on the EU market must be recyclable. By 2028, “Recycling by Design” (DfR) criteria will be established and packaging will be graded A, B or C.

  • Packaging with less than 70% recyclability will not be sold on the EU market.
  • Manufacturers will need to ensure that their packaging can be collected, sorted and recycled without affecting other waste streams .

2. Restrictions on Hazardous Substances
