GB 19865: Electrical Toy Safety - Safety Requirements

GB 19865 is a safety standard established in China to ensure the safety of electric toys and to ensure that consumers can use these products safely. Electric toys are among children's favorite products, as they are both educational and entertaining. However, since such toys contain electrical components, they need special consideration in terms of safety.

Scope of GB 19865 Standard

GB 19865 is a comprehensive standard that ensures the safety of electric toys. This standard covers the following elements:

  1. Electrical Safety: The electrical components of electric toys must be designed in such a way that they do not pose a danger to children. In particular, the risk of electric shock must be eliminated. This means the use of low-voltage and safe circuits.
  2. Age Appropriateness: Electric toys should be age-appropriate. Toys designed for the age of children should not contain small parts or dangerous components. In addition, age-inappropriate components should be kept out of the reach of children.
  3. Material and Chemical Safety: The materials used in electric toys should not contain harmful chemicals. This is a critical factor to ensure that toys are not harmful to health. In particular, toxic metals (such as lead, cadmium) and harmful plastics are prohibited.
  4. Physical Safety: The physical design of electric toys is also an important safety factor. Toys should be tested for strength and durability. It should be ensured that electrical components do not protrude from the toys, that there are no sharp points and that small parts do not pose a choking risk.
  5. Fire Safety: Electric toys should be manufactured with appropriate materials to minimize the risk of fire. It is necessary to prevent overheating of electrical components and to prevent short circuit and fire risks.

The GB 19865 standard includes safety procedures for toys with at least one electrically operated function. Covers toys produced for use by children under 14 years of age.

Toys Covered by the Standard

  • Construction toys;
  • Experimental toys
  • Functional toys (toys with functions similar to those of apparatus or devices used by adults)
  • Video toys (Toys consisting of a screen and activation devices such as a joystick or keyboard. Separate screens with a nominal voltage exceeding 24 V are not considered part of the toy)

According to the standard, the toy transformer and battery charger supplied with the toy are not considered toys.

The GB 19865 standard does not apply to

  • Toy steam engines
  • Scale models for adult collectors
  • Folk toys and decorative dolls and other similar items for adult collectors
  • Sports equipment
  • Water equipment intended for use in deep water

  • Products containing heating elements intended for use under adult supervision and for educational purposes
  • Portable lights for children (GB 7000.4)
  • Christmas decorations

In electrical toys within the scope of the standard; Input power, Heating and abnormal operation, Electrical power at operating temperature, Moisture resistance, Electrical power at room temperature, Mechanical strength, Protection of cables and wires, Openings and escape distances, Heat and fire resistance, Radiation, toxicity and similar hazards can be controlled.
