GB 5296.3: Instructions for the Use of Consumer Products
GB 5296 standard part 3 contains the forms, basic principles, labeling contents and labeling requirements of general labeling for cosmetic sales packaging. It applies to cosmetic products to be sold in China.
Basic principles of cosmetic product labeling under the standard
- The content marked on the cosmetics label shall be correct. All texts, numbers, symbols and patterns are correct.
- The ingredients marked on the cosmetic label shall comply with the requirements of applicable national laws and regulations.
Ingredients in cosmetic products that need to be labeled
- Name of cosmetics
- The name of the cosmetics shall reflect the true nature of the cosmetics, simple and easy to understand.
- It is permitted to write the serial number or color code of the serial product on visible panels of the sales packaging.
- Name and address of the manufacturer
- The name and address of the manufacturer entrusted with producing or processing cosmetics shall be marked in accordance with the provisions of Decree No. 80 of the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China.
- The name and address of the manufacturer, agent, importer or distributor shall be written on the visible panels of the sales packaging.
- The fragrance, excipients and carrier in the essence may not be marked with the respective substance names; instead the word “essence” may be listed in the list of ingredients.
- The name of the colorant is the abbreviation “CI” of the colorant index number (dye index number) and the abbreviation of the colorant index number such as “CI 12010”, “CI 15630(3)”. If there is no index number of the colorant, the Chinese name of the colorant may be used.
- If the list of ingredients cannot be marked due to the shape and/or volume of the sales packaging of cosmetics, the font can be appropriately reduced; it can also be marked as b) and c) in Chapter 4 of this Part of GB 2569.
- Shelf life shall be marked in one of the following two ways:
a) production date and shelf life;
b) production batch number and expiration date.
- On the visible panels of the sales packaging of cosmetics, the expiration date or date of manufacture and shelf life shall be indicated in addition to the production batch number.
